COVID-19 & YOUR BENEFITS

Telemedicine 

Currently, there is no cost to Highmark Delaware and Aetna members who receive virtual telemedicine services. This applies to members who receive telemedicine through their primary care provider or other physician as well as those who use Highmark Delaware’s or Aetna’s telemedicine vendors.

FSA – Health Spending

Over-The-Counter included in FSA-Health Spending.  Effective January 1, 2020, the Coronavirus Aid, Relief, and Economic Security Act (CARES) https://dhr.delaware.gov/benefits/fsa/documents/fsa-otc.pdf  permanently reinstates coverage of over-the-counter drugs and medicines without a prescription! In addition, qualifying expenses also now include menstrual care products. Thousands of products, including allergy medicines, antacids, cold, cough and flu medicine, pain and fever relievers, sleep aids and digestive aids, are now eligible without a prescription. Can I make a change or stop my Health Care FSA?

 Employees may only make a change during the plan year if they experience a qualifying event. Qualifying events include marriage or divorce, change in employment status (that affects eligibility for health insurance), birth or adoption, change in Medicare eligibility or death. FSA plan rules do not allow employees to change or stop their Health Care FSA because they can no longer incur expenses anticipated at the time of enrollment. The Statewide Benefits Office is required to meet all the requirements of the Internal Revenue Service (IRS) and does not have the authority to expand on the FSA Qualifying Events or extend the Plan Year and Grace Period. The Grace Period for the 2020 Short Plan Year is July 1, 2020 through September 15, 2020.

FSA – Dependent Care

Can I make a change or stop my Dependent Care FSA?

Employees who experience a change in their daycare provider needs or experience a significant change in cost due to school closings may submit an FSA Election Change Form within 31 days of the qualifying event date. COVID-19 related examples include:

Condition 1 Daycare or Preschool has closed or reduced hours due to COVID-19

Condition 2 Before/After School Program is not required due to COVID-19 school closings

Condition 3 Spring Break or other alternate care is not required due to COVID-19

Forms should be submitted directly to the Statewide Benefits Office as soon as possible. Once your need for child care resumes, you may make an additional change to your Dependent Care FSA. You may continue to file for Dependent Care expenses incurred through the end of the Short Plan Year (June 30, 2020), even if you stop your participation

Dental – Cigna

Can I still use my Cigna Dental Benefits?

Yes. Cigna is committed to maintaining service and helping you manage through these challenging times. Cigna will follow all COVID-19 guidance and protocols provided by the Centers for Disease Control and Prevention (CDC), and state and local public health departments. It recommended that you follow CDC guidelines regarding routine eye exams, including postponing routine visits

Will Provider offices be closed, or office hours impacted due to COVID-19

Yes. If you need services, please call Cigna at 1-800-345 4511.  Please remember Colonial School District does not provide social security numbers to the providers. Your ID Number for vision and dental is your Employee ID Number proceeded with three zero.  For example, emplid 123456, the ID  Number will be 000-123456.  Your Employer ID Number is located on your paystub.

Does Cigna offer teledentistry services?

Yes.  Cigna offers teledentistry services.  Please call 800-345-4511 for more information.

What if I am unable to visit a provider and experience an emergency?

If you are directly impacted by COVID-19, please call Cigna for further instructions.

Can I still use my EyeMed Benefit?

Yes. EyeMed is committed to maintaining service and helping you manage through these challenging times. EyeMed will follow all COVID-19 guidance and protocols provided by the Centers for Disease Control and Prevention (CDC), and state and local public health departments. Yes.  Online, in-network options include: Glasses.com, ContactsDirect, Ray-Ban.com, LensCrafters.com, and TargetOptical.com

What if I am unable to visit a provider and experience an eyewear emergency?

If you are directly impacted by COVID-19, glasses or contact lenses should be the last thing you need to worry about. If you’ve lost, broken or damaged your eyewear, please contact the EyeMed Customer Care Center to discuss your benefit options at 1-888-203-7437
