Strategic Plan
Dear Colonial School District Community,
It is with tremendous joy that I present the Colonial School District’s Strategic Plan. This five-year plan sets the path towards success for our students, families, district, and larger community; and outlines the body of work in which we will engage.
The vision, mission, core values, priorities, and measurable goals detailed in this document set Colonial’s course for the next five years of continuous improvement. The plan’s development truly embodies the Power of WE and reflects more than a year of hard work and commitment during a process that was a collective effort of all stakeholders; including students, staff, and parents. The plan builds off the successes and learnings from the prior plan and will serve as a foundation for Colonial School District’s effort to improve outcomes for each and every student in the years to come.
Five years ago, I boldly proclaimed that we will create a school district that all families choose for the education of their children, and a district that will be recognized as a premier workplace in the MidAtlantic region. While we have made great strides to reach this goal, we still have room for improvement. This strategic plan will guide our work and bring us closer to that vision.

The Plan
The Colonial School District’s 2026–2031 Strategic Plan focuses our work around three interconnected priority areas—Literacy and Learning, Wellness, and Operational Excellence—that together create the conditions for every student to thrive. Grounded in our commitment to being Bold, Inclusive, and Authentic, these priorities reflect our belief that student success depends not only on strong instruction, but also on supportive environments and effective systems.
Literacy and Learning centers on ensuring every student can read, write, think critically, and communicate effectively. Through a districtwide approach to literacy, high-quality instructional materials, meaningful professional learning, and strong family and community partnerships, Colonial will strengthen teaching and learning across every content area.
Wellness recognizes that students and staff are most successful when they feel healthy, safe, supported, and connected. This priority strengthens social-emotional learning, student supports, staff well-being, and partnerships with families so that every member of Colonial Nation experiences a true sense of belonging.
Operational Excellence ensures that the systems supporting our schools are efficient, equitable, safe, and people-centered. By strengthening safety and security, responsibly managing resources, improving facilities and technology, and using accurate and accessible data to guide decisions, Colonial will create reliable systems that remove barriers to learning and support student achievement.
Literacy and Learning
Priority Statement:
WE will ensure every student can read, write, think critically, and communicate effectively.
Equity Statement:
Strong literacy skills are an equity lever that ensures all students have access to grade-level content, post-secondary opportunities, and meaningful participation in society.
Focus Area 1:
WE will integrate literacy across content areas by enacting our District Literacy Vision within a multi-tiered system of support (MTSS).
Wellness
Priority Statement: WE will build a culture where students and adults feel healthy, supported, connected, and safe - physically, socially, and emotionally - to enable engaged learning and success. Wellness will include proactive and responsive supports and services within schools and the broader community.
Equity Statement: Wellness creates environments where every student and adult feels a true sense of belonging naturally fosters higher engagement, stronger attendance, improved academic performance and increased staff retention.
Operational Excellence
Priority Statement:
WE will strengthen district systems (Schools, Technology, Nutrition, Facilities, and Transportation) to be efficient, equitable, and people-centered. By enhancing communication, safety, resource allocation, technology, and data systems, we ensure that operational functions support student achievement and overall district effectiveness.
Equity Statement:
Operational excellence creates the conditions - regardless of location or demographics - for all schools and families to receive reliable, high-quality services that remove barriers to learning.
Focus Area 1:
WE will ensure a safe and secure environment for all students, staff, and learning spaces, addressing both physical and digital risks. It moves beyond compliance to proactively fostering a culture of preparedness and well-being.
Focus Area 2:
WE will commit to operational excellence by managing our finances, facilities, and personnel to prioritize the needs of our students. This focus ensures that every resource is deployed efficiently and equitably to directly champion our instructional mission.
